To end these cases of infanticide that is common practice in Maldives, the first step is to stop punishing women who have children out of wedlock.
and how do u stop this by not punishing these women?
Sad matter indeed :( And the worst thing is that, like Adam Moses has said above, it is more than plausible that this seems to arise from the severe consequences that one has to face in addition to everlasting public scorn and denunciation that goes with children out of wedlock.
Autodynamix: By not presenting such severe harsh punishments to such women, we may not tempt them to commit such unspeakable acts. It is very likely that many of these births involve young children where they may have been abused, molested or raped. Even in the case of a youngster getting into this situation my mishap/misjudgement, it is a situation that may better be fixed by removing the harsh punishments and resorting to awareness and education on the matter. Hasn't the developed world adopted this route with much better results?
